Hong Kong and Uzbekistan have officially entered into an agreement to enhance their collaboration within the gold market. This partnership provides a structured framework designed to integrate Hong Kong's sophisticated international financial infrastructure and robust precious metals market with Uzbekistan's substantial strengths as a leading gold producer and holder of significant gold reserves.

Key Areas of Bilateral Cooperation

The Memorandum of Understanding (MOU) outlines several crucial areas for mutual engagement. Both parties are committed to sharing insights, knowledge, and practical experiences related to the gold and precious metals markets. This exchange extends to the operational aspects of financial market infrastructure that supports these sectors. A particular focus is on the services offered by the gold central clearing and settlement system, managed by the Hong Kong Precious Metals Central Clearing Company Limited (HKPMCC).

Uzbekistan's Strategic Engagement with HKPMCC

A significant component of the agreement involves exploring the opportunities and prerequisites for the Central Bank of Uzbekistan's (CBU) potential direct involvement in precious metals transactions through the HKPMCC. This step is indicative of a deeper integration into Hong Kong's financial ecosystem, potentially bolstering both entities' global standing in the precious metals trade.

Strategic Visions from Key Leaders

During the Belt and Road Summit 2026 on September 9, Secretary for Financial Services and the Treasury, Christopher Hui, highlighted the alignment of this initiative with the National 15th Five-Year Plan's vision for Hong Kong as a comprehensive commodity trading hub. Concurrently, Deputy Chairman of the Central Bank of Uzbekistan, Abror Mirzo Olimov, underscored his country's commitment to diversifying and fortifying the infrastructure supporting its precious metals sector.

Building on Previous Engagements and Future Prospects

This MOU builds upon a high-level Hong Kong delegation's visit to Central Asia in June, which included discussions with Uzbekistan. The collaboration aims to deepen practical cooperation and identify concrete investment opportunities in Uzbekistan, with a view to broadening the international presence of Hong Kong enterprises and establishing enduring strategic partnerships. Following the MOU exchange, a detailed bilateral meeting was held between the Financial Services and Treasury Bureau and the CBU on September 10 to further delineate the outlined areas of cooperation.
